On 20th November 2009 a resolution ‘welcoming’ the Guidelines for the Alternative Care of Children was adopted by the UN General Assembly (UNGA). ISS has been involved in this process since 2004 when the call for International Standards was first made. On August 10th 2009 the Guardian reported on child abduction, highlighting that there has been a stark rise in the number of child kidnappings by estranged parents, with 500 children a year now being abducted from the UK. The French organisation L’Arche de Zoé claim the 103 children they wanted to bring to foster care placements in France were orphans from the Darfur region in Sudan. However, according to UN agencies and the Red Cross, most children are coming from villages in Chad and had been living with their families. The absence of specific child trafficking legislation in Chad will possibly make it difficult to convict the six members of L’Arche de Zoé. Further details can be found on the IRIN website.
Following discussions started last August, agreement was reached in Libya with the Secretariat of Social Affairs for the visits to continue, and for leading Libyan Chartity Waatasimo to assume the co-ordinating role at their end. In an unprecedented development they would cover the costs of the visit for family members (flights, accommodation and full board).

The UK Government has yet to sign the Council of Europe's "European Convention on Action Against Trafficking of Human Beings".
